Generally, you get your Park Hopper passes before arriving in Disney World.
You can ride the Monoral to Epcot from Magical Kingdom, but you won’t be able to pick up your tickets there.

Yes, you can get on the monorail at Epcot prior to picking up your ‘will call’ park hopper passes. Of course you will have to pay for parking at Epcot. You can also pickup the passes right at Epcot before you get on the monorail too. The monorail runs from Epcot to the Ticket and Transportation Center (where you can also get your passes), a different monorail takes you into the Magic Kingdom, but ‘will call’ passes are not available there. Parking for MK is really at TnT. So, bottom line, if you want to park at Epcot and leave your car that is fine, if you plan on going to MK for the first day, then park hop to Epcot for the night time fireworks, then get in your car and go back to the hotel you are on the right track.

Q. I ordered my tickets for Will Call; when and where can I pick them up?
A. Ticket orders placed before midnight (Eastern Time) can be picked up the next day. Upon arrival, pick up your Will Call ticket order at one of the following ticket sales locations: Epcot®, Disney’s Animal Kingdom™ Theme Park, Disney’s Hollywood Studios™ or the Ticket and Transportation Center at Magic Kingdom® Park. You will need to present your Will Call certificate along with a valid photo I.D. (e.g., driver’s license, passport or military I.D.).

I used it last week and saved $345 dollars for a family of 5 for 4 day park hoppers and am picking them up at will call at MK.

You can pay for parking at one park & then drive and park at the other parks all in the same day. You won’t be there when it’s really busy, so I wouldn’t worry about traffic problems. I would think you would spend more time travelling & waiting on monorails than driving your own car around.
